Ignorance of the world to Palestine statehood
Gulf and Arab States went ahead with normalising relations with Israel through the Abraham Accords without an assurance of a two-state solution.The Two-state solution eroded since the failure of the Barak-Clinton-Arafat summit in July 2000.The US declared that Israel’s ‘long-term and short-term security challenges in Gaza’ cannot be solved without statehood, however, US did not put sanctions on Israel for illegal settlements in the West Bank and East Jerusalem.   

India’s policy towards Palestine has been long-standing and consistent. We have supported a negotiated two-state solution, towards the establishment of a sovereign, independent and viable State of Palestine within secure and recognised borders, living side by side in peace with Israel.

  • The Indian External Affairs Minister met the Foreign Minister of Palestine in January 2024 and reiterated India’s support for a two-state solution.

  • The Election Commission (EC) told the Supreme Court that there was no “legal mandate” to provide the voter turnout data.
  • There is no legal mandate to provide Form 17C [account of votes recorded] to any person other than the candidate or his agent,  as per the Election Commission.
Role of 17A and 17C
As per the 1961 Rules, the ECI has to maintain two forms i.e. Form 17A and 17C.While Form 17A is used to record the details of every voter who comes into a polling booth and casts his or her vote, Form 17C  is an account of all the votes recorded. Under Rule 49S(2), a presiding officer is mandated to furnish a copy of the entries made in Form 17C to the polling agents of the candidates at the close of polling. Part I of Form 17C contains crucial information:The identification numbers of the EVMs used in the polling station,The total number of electors assigned to the polling stationThe total number of voters as entered in the register for voters (Form 17A)The number of voters who decided not to record their votes after signing the registerThe number of voters who were not allowed to voteThe total number of test votes and votes recorded per EVM.Whereas, Part II of the same form contains the results of the counting carried out on stipulated day.The data in Form 17C is used by candidates to verify the results on the counting day by matching it with the EVM count. Election petition can be moved in the concerned High Court based on it.

In response to an application filed by the ADR, primarily seeking to disclose the authenticated record of voter turnout by uploading on the EC website scanned legible copies of Form 17C of all polling stations after each phase of polling.

  • The NGO had alleged an inordinate delay in publishing voter turnout details followed by a sharp spike in figures from the initial voter turnout percentages released by the EC.
  • Earlier, the Supreme Court had asked why the EC could not upload voter turnout details.
  • EC claimed it was a voluntary and non-statutory initiative to disclose the voter turnout through the voter turnout app, website and various press releases.

Amazon Fund and Prevention EffortsFires in the Amazon generally do not occur naturally but are ignited by people, often seeking to clear land for agriculture.This year’s budget for the environmental agency Ibama to fight fires is 24% lower than in 2023. The Amazon fund, which draws on donations from foreign governments, put 405 million reais ($79.4 million) toward firefighting. Prevention efforts, such as raising awareness about ignitions, creating firebreaks in strategic areas, and conducting prescribed burns, depend on employing people with stable conditions.  

More than 12,000 square kilometres (an area larger than Qatar) of Brazil’s Amazon rainforest burned between January and April, the most in over two decades of data, according to Brazil’s space research agency Inpe.

  • India’s quest to tap domestic reserves of critical minerals may not deliver their full commercial benefits before 2031.
Global Race for Critical Minerals
China dominates the processing and refining of critical minerals, controlling between 65%-100% of the global capacity to make battery-grade lithium, cobalt, manganese, and graphite.India is parallelly looking at acquiring overseas assets from key resource-rich regions like South America, Australia, and Africa as an alternate measure to ensure mineral security.Khanij Bidesh India Ltd, a joint venture of public sector enterprises NALCO, Hindustan Copper, and Mineral Exploration Company, recently became the first domestic player to acquire overseas lithium brine assets in Argentina.

It renders the country’s manufacturing plans vulnerable to supply shocks for minerals like lithium and cobalt whose global output is controlled by China, as per rating firm ICRA.

  • The lack of critical mineral reserves deemed necessary for India’s green energy transition has resulted in 100% import dependence for minerals like lithium, cobalt, and nickel.
  • The government recently began the process of auctioning 38 blocks of critical minerals.
  • The quality and quantity of lithium resources discovered so far, including those in Jammu and Kashmir (J&K), is inferior to other deposits in key producing regions of the world.
  • While the Government is auctioning two lithium blocks in the ongoing auctions, the block in J&K has clay deposits, and the technology to extract lithium from them remains untested globally, ICRA said.
  • The other lithium block being auctioned in Katghora, Chhattisgarh is a hard rock deposit that is expected to see higher competition, the rating agency reckoned.

  • The Reserve Bank of India (RBI) approved a ₹2.11 lakh crore dividend payout to the central government for 2023-24, more than double the amount it paid for the previous 2022-23 financial year.
Economic Capital Framework (ECF)It provides a methodology for determining the appropriate level of risk provisions and profit distribution to be made under Section 47 of the RBI Act, 1934.As per this provision, the RBI is required to pay the balance of its profits to the central government after making provisions for bad and doubtful debts, depreciation in assets, and contributions to staff.The RBI, in consultation with the union government, had constituted a Dr Bimal Jalan committee to review ECF, in November 2018.The risk provisioning made from economic capital to cover monetary, fiscal stability, credit and operation risks is cumulatively referred to as the Contingent Risk Buffer (CRB).
  • As per the RBI, the economy remains robust and resilient, the Board has decided to increase the Contingent Risk Buffer to 6.5% for FY 2023-24.
  • The transferable surplus for the year (2023-24) has been arrived at based on the Economic Capital Framework (ECF) adopted by the Reserve Bank of India, as per recommendations of the ‘Expert Committee to Review the extant Economic Capital Framework of the Reserve Bank of India’.

  • The Centre of Indian Trade Unions has questioned the delay in releasing the All India Consumer Price Index for Industrial Workers (AICPI-IW) for February and March.
  • It urged the Centre to release the data, compiled by the Labour Bureau, without delay and said such a delay is very unusual.
  • All India CPI-IW is a very important labour statistic as it is indispensable for the regulation of wages and dearness allowance for millions of workers and employees in the country.
  • These indices are also used for measuring inflation and other policy formulations.

  • Nearly half of financial frauds targeting Indians originate from the three Southeast Asian countries of Myanmar, Cambodia and Laos.
  • Most web applications used to commit fraud are written in the Chinese language, thereby not ruling out the Chinese connection, as per the Indian Cyber Crime Coordination Centre.
  • In the first four months of the year, Indians had lost over ₹1,776 crore in 89,054 cases of financial crimes such as digital arrest, stock market scams, investment scams and romance or dating scams.
  • These complaints were received on the national cybercrime portal and not all of them were converted into First Information Reports.
