Case Study 2: You are an IAS officer recently posted as the Director of the State Food and Civil Supplies Department. The department is responsible for implementing the Public Distribution System (PDS) and has been plagued by inefficiency, corruption, and public complaints. On your first day, you notice that most employees arrive late and leave early. When you try to discuss work-related issues, you’re told that “things have always been done this way” and that change is impossible due to political interference. You receive reports that food grains meant for distribution to the poor are being diverted to the black market. When you inquire about this, a senior colleague advises you not to “rock the boat” as many powerful people are involved. The Chief Minister’s office has been receiving numerous complaints about the non-availability of essential commodities in fair price shops. They’ve asked for a comprehensive reform plan within a month. You also learn that the department hasn’t updated its technology in the last decade, and most records are still maintained manually, leading to errors and manipulation. Questions: 1. How would you approach the task of reforming the department? Describe the key steps you would take in the first three months. 2. What challenges do you anticipate in changing the work culture of the department? How would you address them? 3. How would you deal with the issue of corruption in the PDS system while maintaining the morale of honest employees? 1. 4. Discuss how your attitude as a leader would influence your approach to this situation. (10 Marks, 150 words)
